В IMO все уже продавлено давным-давно. GLONASS в имовских документах упоминается как альтернатива GPS'у. Вот стандарты по навигации с сессии ИМО 97-го года:
"Shipborne Combined GPS/GLONASS Receiver Equipment: The draft standards note that the Global Positioning System (GPS) and Global Navigation Satellite System (GLONASS) are space-based positioning, velocity and time systems. A combined receiver, when compared to either the GPS or GLONASS receiver, offers improved availability, integrity, accuracy and resistance to interference; increased ease of installation; and the ability to operate in differential GPS mode (DGPS), differential GLONASS mode (DGLONASS) and combined DGPS and DGLONASS mode, when available.
Receiver equipment capable of combining satellite measurements from GPS and GLONASS is intended for ships with maximum speeds of 50 knots. The equipment should include as a minimum: antenna capable of receiving both GPS and GLONASS signals; combined GPS/GLONASS receiver and processor; means of accessing longitude/latitude position in World Geodetic System (WGS) 84 co-ordinates; data control and interface; and position display."
Другое дело, что производителям надо получать сертификат о признании конкретного типа приемников у классификационных обществ. Но это не так сложно.
