There are a number of areas in which I would propose to expand our cooperative dismantlement and nonproliferation efforts.
I have visited the shipyards of Severdovinsk and Murmansk on several occasions. Each time I am startled by the enormity of the task that lies before us in the area of submarine dismantlement. Nunn-Lugar is limited to dismantling strategic missile submarines. Current U.S. law does not permit the Pentagon to dismantle general purpose boats. I believe this is a mistake."
